As a developer, if the hardware is too hard to come by, it's ignored.
The typical problems: affordability (contemporary SPARC, IBM POWER and z all start above $1000), lack of at least an approximate price tag on website (Cavium MIPS, Tile processor boards), too little RAM, no SATA connector, and uncertainty about whether it still works when replacing the bundled vendor image with vanilla components.

FWIW, PCIe Cavium boards (Octeon II) are in the $3.5k area.
Tilera's dev kit PCIe was (in 2012) $15k for the hardware.
