Nope. A implies B is not the same as B implies A.

If tools are only used by professionals in a professional settings then they are, normally, less popular than toys. But that doesn't mean that something that's rarely used is, by necessity, a professional tool. There are many other things, besides professional tools, that are rare, after all.
