Recent developments deepen mistrust and create additional space for those who argue that dialogue is meaningless and that efforts to achieve peace are futile. The receipt of this amount marks the fifth transfer of its kind, following a fourth tranche delivered in March 2026. It covers revenues accumulated during the first half of 2026. Since their immobilisation, the Russian assets have generated a total of &euro;8 billion in windfall profits. European Commission President, Ursula von der Leyen, said: &ldquo;Russia must pay for the destruction it has caused. And we are using the proceeds from the immobilised Russian assets to make sure it does. We are making a further &euro;1.4 billion of them available to Ukraine. This will support Ukraine's continued resistance against Russia's illegal war.&rdquo;<\/p>\r\n<p>These funds come from CBR assets immobilised under the EU sanctions, imposed in response to Russia's war of aggression against Ukraine. Specifically, the mission will provide strategic advice, technical expertise and institutional capacity building to various national institutions in Armenia to address such threats, and will support a horizontal, whole-of-government approach.<\/p>\r\n<p>In addition, the mission will provide practical, operational advice and establish a dedicated project cell to implement targeted actions covered by its mandate, in close cooperation with international partners. Operating from Belgium, more than 3,300 kilometres away, he performed surgery on a patient at Slavmed Medical Center in Yerevan.<\/p>\r\n<p>The patient, who had early-stage prostate cancer, underwent a robot-assisted radical prostatectomy. According to the medical centre, the remote procedure was completed safely and successfully, supported by the expertise of Slavmed&rsquo;s medical team and the clinic&rsquo;s advanced technological infrastructure.<slider data-id=\"\">&nbsp;<\/slider><\/p>\r\n<p><strong>&ldquo;From the very first day of Slavmed Medical Center&rsquo;s establishment, we have chosen the path of continuous development and improvement by embracing modern approaches and innovation. Performing Armenia&rsquo;s first robotic remote surgery is a landmark achievement for us,&rdquo; said Slavmed founder Armine Hovakimyan.<\/strong><\/p>\r\n<p>Slavmed was the first medical centre in Armenia to introduce robotic surgery and establish a specialised robotic surgical team. The latter may concern more than one individual; conversely, in these agencies the same individual may be counted more than once (e.g. if they are subject to more than one order).<u><\/u><u><\/u><\/p>\r\n<p>On 31 January 2025, a total of 1,433,011 probationers were under the supervision of the 36 probation agencies that reported data on the number of persons under their supervision, which corresponds to a median European probation population rate of 154 probationers per 100,000 inhabitants.<u><\/u><u><\/u><\/p>\r\n<p>Probation population rates vary dramatically across European countries, reflecting diverse criminal justice approaches and practices.&nbsp; In January 2025, the highest probation population rates were found in Poland (652 probationers per 100,000 inhabitants), T&uuml;rkiye (495), Georgia (468), Armenia (430), Albania (387), Republic of Moldova (320), England and Wales (United Kingdom) (276), Latvia (267) and Italy (232), in countries counting individuals.<u><\/u><u><\/u><\/p>\r\n<p>Four of the five agencies that registered the lowest probation rates are located in the Balkan region, where probation services have been established more recently. The lowest were found in Montenegro (16), Greece (21), North Macedonia (31), Switzerland (44), Serbia (47), Bulgaria (48), Finland (72), Iceland (86) and Croatia (89).<u><\/u><u><\/u><\/p>\r\n<p>As regards 24 probation systems that also or only count measures, the highest probation rates were reported in Poland (726 per 100,000 inhabitants), Belgium (628), Georgia (518), Armenia (479), Republic of Moldova (384) and Romania (338). The lowest rates were found in North Macedonia (31), Norway (38), Spain (State Administration) (39) and Croatia (89).<u><\/u><u><\/u><\/p>\r\n<p>Considering countries with over half a million inhabitants which provided data for both 31 January 2024 and 31 January 2025 regardless of their counting unit (people, cases or orders), 18 jurisdictions experienced increases in their probation population rates, with nine reporting significant increases: Armenia (+65%), North Macedonia (+63%), Croatia (+14%), Serbia (+12%), Sweden (+9%), Catalonia (Spain) (+9%), T&uuml;rkiye (+8%), Azerbaijan (+7%) and Ireland (+5%).<u><\/u><u><\/u><\/p>\r\n<p>In seven probation services, the number of people subject to supervision fell significantly: Montenegro (-33%), Georgia (-22%), Albania (-21%), Scotland (United Kingdom) (-19%), Estonia (-18%), Cyprus (-15%) and Lithuania (-8.7%).<u><\/u><u><\/u><\/p>\r\n<p>According to Professor Marcelo Aebi, Head of the SPACE research team at the University of Lausanne, &ldquo;there is no 'magic formula' to estimate an appropriate rate of probationers for a jurisdiction. Alternatives to imprisonment aim to favour the social inclusion of offenders by keeping them in the community. Consequently, the probation rate cannot be interpreted without comparing it to the prison population rate.&rdquo;<u><\/u><u><\/u><\/p>\r\n<p>Among jurisdictions with at least half a million inhabitants using the person as the counting unit, the highest ratios of probationers per 100 inmates were observed in Armenia (492), Poland (344) and the Netherlands (313). In contrast, Montenegro (7.8 per 100 inmates), Greece (19) and North Macedonia (21) displayed the lowest ratios, likely due to the short history of their probation services.<u><\/u><u><\/u><\/p>\r\n<p>In January 2025, in 28 of the 36 probation agencies and prison services covered &ndash; roughly 78% &ndash; the probation population rate was higher than the prison population rate. The exceptions were Montenegro, Greece, North Macedonia, Switzerland, Serbia, Bulgaria, Croatia and Azerbaijan, where the rate of inmates per 100,000 inhabitants was higher than the corresponding rate of probationers.<u><\/u><u><\/u><\/p>\r\n<p>Women accounted for 10.7% of the total probation population, compared with 5.4% of the prison population. This difference may reflect both different patterns of offending among men and women and differences in sentencing and release decisions, with women being proportionally more represented in community supervision than in prison. The report evaluates the situation at the time of the on-site visit in October 2025.<\/p>\r\n<p>Commendable efforts have been made in strengthening the <strong>understanding of money-laundering and terrorism-financing risks<\/strong>, and the national policies and strategies to address these &nbsp;risks are satisfactory. The main ML threats identified by the Armenian authorities stem from fraud, embezzlement, corruption, tax crimes, drug trafficking, and cybercrime. MONEYVAL &nbsp;calls for more in-depth analysis of foreign threats, terrorist financing and risks associated with virtual assets. It also considers that further improvements are needed in assessing risks in the real estate sector, as well as in the operational cooperation mechanisms.<\/p>\r\n<p>The legal framework for <strong>international co-operation<\/strong> is sound, and Armenia generally provides high-quality and timely <strong>assistance<\/strong>, demonstrating a proactive approach to seeking cooperation with foreign counterparts, particularly in corruption cases. However, this approach is not applied &nbsp;systematically to associated predicate offenses, such as drug trafficking. Mutual legal assistance is used, to some extent, for asset recovery efforts. &nbsp;<\/p>\r\n<p>The report positively acknowledges the <strong>controls in place<\/strong> to <strong>prevent criminals<\/strong> and their associates <strong>from entering the regulated financial sector<\/strong>, as well as the financial supervisor&rsquo;s understanding of ML\/TF risks. Further steps are needed in the supervision of virtual asset service providers and non-public investments funds, which were recently regulated. The supervision of designated non-financial businesses and professions displayed limited effectiveness, with few sanctions and remedial actions applied, and these were not sufficiently dissuasive.<\/p>\r\n<p>The Armenian authorities identified limited liability companies, closed joint stock companies, and, in some cases, non-profit organisations as the <strong>legal persons most frequently involved in criminal activities.<\/strong> A multi-pronged approach is used to obtain beneficial ownership information, but further strides are needed to ensure transparency, especially through the completion of the beneficial ownership register and by verifying &nbsp;the accuracy and currency of the &nbsp;information it contains. &nbsp;<\/p>\r\n<p>The report commends <strong>Armenia&rsquo;s Financial Intelligence Unit<\/strong> for the progress made in expanding its human and IT resources, its broad access to data, and the <strong>quality of the intelligence<\/strong> provided to law enforcement authorities. Nevertheless, both the volume and quality of suspicious activity reports by the private sector should be improved. MONEYVAL also calls on the intelligence bodies to increase their focus on the money laundering aspects of criminal investigations.<\/p>\r\n<p>Armenia&rsquo;s legal and institutional framework <strong>has undergone reforms <\/strong>that have led to an increase in ML investigations and prosecutions, particularly in corruption-related cases. However, the system remains <strong>predominantly predicate offence-driven<\/strong>, with a focus on self-laundering linked to domestic offences. &nbsp;The restrictive interpretation of the money laundering offence limits prosecutions, while the number of convictions remains low. &nbsp;<\/p>\r\n<p>Despite significant efforts to establish a legal and institutional framework for asset recovery, the results achieved in seizure and confiscation of proceeds of crime <strong>do not demonstrate that criminal asset recovery<\/strong> is pursued as <strong>a policy objective<\/strong>. While the introduction of the civil forfeiture regime has strengthened the country&rsquo;s ability to confiscate illicit assets, MONEYVAL calls for a comprehensive <strong>review of the asset recovery framework across all stages<\/strong> of the recovery process, together with enhanced expertise and resources for tracing, seizing and confiscating proceeds of crime. While there have been <strong>no <\/strong>prosecutions or convictions<strong> for terrorist financing<\/strong>, the legal and institutional framework is duly in place. Concerns remain regarding the consistent identification of TF activities, particularly where funds are raised through predicate criminality, with insufficient use of available information and underreporting of TF suspicions by the private sector.&nbsp;<\/p>\r\n<p>The report positively acknowledges Armenia&rsquo;s robust framework and effective coordination mechanisms in implementing <strong>targeted financial sanctions<\/strong> related to terrorism and proliferation financing, as well as its risk-based oversight of non-profit organisations. &nbsp;<\/p>\r\n<p>Following the assessment, Armenia received a <strong>roadmap of Key Recommended Actions<\/strong> to be completed within three years.
