Statement by Peace Bridge Initiative Armenia

The members of the Peace Bridge Initiative Armenia express their concern over recent developments related to the presentation of Armenian cultural heritage during the visit of diplomats to the Gandzasar medieval monastic complex and its adjacent museum.
At a time when significant progress has already been made in the Armenia-Azerbaijan peace process, and when both societies are expected to continue moving, after decades of conflict, towards a new culture of relations, public statements and actions matter. Recent developments deepen mistrust and create additional space for those who argue that dialogue is meaningless and that efforts to achieve peace are futile. Building peace requires difficult and honest conversations, attention to each other’s concerns, and a conscious effort to avoid actions that may reopen wounds or reinforce hostility.
We therefore call on all actors involved in the peace process to act with the responsibility required at this moment and to refrain from statements and actions that may be perceived as unconstructive.

Ucom continues to implement its large-scale mobile network development and modernization program, steadily expanding access to 5G coverage and improving connectivity across Armenia.<\/p>\r\n

As a result of the ongoing modernization of its network infrastructure, Ucom currently provides the widest 5G coverage in Armenia, bringing next-generation connectivity not only to Yerevan but also to remote communities. The 5G network is now available in 48 cities and more than 600 settlements, as well as along major highways and at border crossing points, providing reliable mobile connectivity to 94.6% of the population.<\/p>\r\n

Network development goes beyond the deployment of new 5G base stations and also includes the phased modernization of existing infrastructure, increasing network capacity, and ongoing network performance optimization. These efforts enable the network to handle growing data traffic, deliver higher speeds, and maintain reliable connectivity, particularly in high-traffic areas.<\/p>\r\n

Chargé d’Affaires David Allen, State Department Senior Advisor for Policy Planning Staff Dr. Jon Askonas, other U.S. officials, and representatives of the Ministry of Foreign Affairs and International Trade of the Republic Armenia traveled to Syunik to engage with local communities on the Trump Route for International Peace and Prosperity (TRIPP) and its potential to strengthen connectivity and create new economic opportunities for Armenia and the region.<\/p>\r\n

During the visit, the delegation and representatives of the AECOM engineering firm participated in town halls in Goris, Meghri, and Kapan. The town halls brought together representatives of national and local government, civil society and professional organizations, local communities, the business sector , and international development partners. Participants heard directly from U.S. and Armenian officials, learned about ongoing technical work related to TRIPP, and asked questions and shared their perspectives on the project. <\/slider><\/p>\r\n

Chargé Allen underscored that TRIPP is moving from vision to implementation, with technical engineering surveys for the rail connection already underway in Armenia. He emphasized the United States’ unwavering support for Armenia’s sovereignty and territorial integrity within its internationally recognized borders and highlighted TRIPP’s potential to create jobs, attract investment, enhance connectivity, and bring tangible economic benefits to communities across Armenia, particularly in Syunik.<\/p>\r\n

During their time in Syunik, the officials also met with Syunik Governor, Robert Ghukasyan, and visited the TRIPP implementation site. At the American Corner in Kapan, the U.S. side reaffirmed the U.S. Embassy’s partnership with the Syunik Regional Library with a Memorandum of Understanding. These engagements provided additional opportunities to hear from regional officials and local communities and to discuss Syunik’s role in expanding regional connectivity.<\/p>\r\n

TRIPP is a multimodal transit route that will modernize rail, road, energy, and digital infrastructure and strengthen Armenia’s connections to regional and international markets from Central Asia to Europe. The United States and Armenia have published the framework for TRIPP’s implementation and agreed to establish the TRIPP Development Company as a joint Armenian-American venture aimed at supporting trade, transportation, and economic development, while strengthening international, intergovernmental, and domestic transport connectivity, and engineering surveys for the railway are already underway.<\/p>\r\n

With the support of Ucom, the ArmDrone community has launched the second phase of its free educational program on First-Person View (FPV) drones for teenagers. As part of the program, participants took part in a practical training session featuring outdoor flight exercises. Ralph Yirikian, General Director of Ucom, also attended the session.<\/p>\r\n

More than 500 applications were submitted for the second phase of the program. The selected participants have already been introduced to UAV technologies and FPV systems, including drone operation, flight planning, and safe flying practices.<\/p>\r\n

“Technological education is not only about acquiring theoretical knowledge; it is equally important to give young people opportunities to put what they learn into practice. The “Cybersecurity Education Program for Schoolchildren,” implemented by the Microsoft Innovation Center with the support of Ucom, concluded with a Mini CTF (Capture The Flag) competition, bringing together 61 graduates across 19 teams. Competing on a Jeopardy-style CTF platform, the participants tackled challenges of varying difficulty covering fundamental cybersecurity topics.<\/p>\r\n

The competition challenges were based on realistic scenarios. Working in teams, participants solved a range of cybersecurity tasks, applying their technical knowledge, logical thinking, and teamwork skills. The competition provided them with an opportunity to put into practice the knowledge and skills they had acquired throughout the program.<\/p>\r\n

“Armenia’s digital development depends not only on modern infrastructure, but also on people who can navigate the digital environment safely, responsibly, and confidently. That is why it is important for Ucom to contribute to developing cybersecurity knowledge and practical skills among students at an early age. Through this initiative, we aim to develop young people’s capabilities and spark their interest in technology-related careers, contributing to the development of Armenia’s future technology community,” said Ralph Yirikian, General Director of Ucom.<\/p>\r\n

“The Mini CTF was a logical and important final stage of the program. Throughout the course, participants learned about modern digital threats, the key tools and principles for protecting against them, and gained an understanding of career opportunities in the field of cybersecurity. The Mini CTF competition served as the final practical challenge, allowing participants to apply the knowledge and skills they had acquired throughout the program.<\/p>\r\n

Currently, Ucom’s roaming services are available through the networks of 327 operators in 167 countries worldwide. The company is also continuously expanding the coverage of its international 5G roaming service. Ucom subscribers can already enjoy high-speed 5G connectivity through the networks of 96 operators in 62 countries, including Russia, China, the United States, Australia, India, and many other destinations.<\/p>\r\n

In the second quarter of 2026, the number of Ucom subscribers using roaming services while abroad increased by 29% compared to the first quarter, while their mobile internet usage grew by 26%. This initiative will enable FPWC specialists to continuously monitor movement and behavior of wild animals, study the migration routes of endangered species, and strengthen surveillance to help prevent illegal hunting and forest fires. The autonomous solar stations are particularly important for ensuring the reliable operation of monitoring systems in remote areas beyond the reach of the power grid. By providing an independent energy source, the stations allow the cameras to collect data 24\/7 regardless of access to centralized electricity.<\/p>\r\n

This project in Gnishik demonstrates how connectivity and renewable-energy solutions can be combined to establish a reliable, around-the-clock monitoring system in remote areas. As part of the initiative, local beekeeping families in Gnishik also received a solar-powered electric fence to protect their beehives from bears. The fence will secure approximately one hectare of land, helping four families safeguard their hives.<\/p>\r\n

The system is both modern and wildlife-friendly. When touched by an animal, solar-powered electric fences emit a mild electric pulse that deters further approach without causing harm. The installation of these “shepherd” fences is viewed as a short-term practical measure while long-term projects continue in parallel, including Ucom's large-scale tree-planting program. On 3rd of August, the European Union received €1.4 billion in windfall profits generated by the interest on the cash balances originating from immobilised assets of the Central Bank of Russia (CBR) held by Central Securities Depositories (CSDs). The receipt of this amount marks the fifth transfer of its kind, following a fourth tranche delivered in March 2026. It covers revenues accumulated during the first half of 2026. Since their immobilisation, the Russian assets have generated a total of €8 billion in windfall profits. European Commission President, Ursula von der Leyen, said: “Russia must pay for the destruction it has caused. And we are using the proceeds from the immobilised Russian assets to make sure it does. We are making a further €1.4 billion of them available to Ukraine. This will support Ukraine's continued resistance against Russia's illegal war.”<\/p>\r\n

These funds come from CBR assets immobilised under the EU sanctions, imposed in response to Russia's war of aggression against Ukraine. While the assets themselves remain immobilised, the interest on the cash balances does not belong to Russia and upon the proposal by the Commission and the High Representative, the Council decided that these net profits should be used to support Ukraine. This measure is part of the EU's continued commitment to stand with Ukraine for as long as it takes. 95% of the proceeds will be used to support Ukraine via the Ukraine Loan Cooperation Mechanism (ULCM) and 5% via the European Peace Facility (EPF).<\/p>\r\n

The ULCM provides non-repayable support to assist Ukraine in repaying the EU macro-financial assistance loan disbursed throughout 2025, as well as loans provided by G7 bilateral lenders under the G7 ‘Extraordinary Revenue Acceleration (ERA) Loans' initiative. Total support under the ERA loans amounts to €45 billion. Ucom’s Sales and Service Center in Yeghvard will now welcome customers at its new address: 3\/47 Yerevanyan Street. The center has relocated to a more convenient location to make services more accessible and efficient for customers.<\/p>\r\n

The renovated Sales and Service Center has been designed as an integrated space where customers can not only subscribe to services or receive professional advice but also explore Ucom’s entire digital ecosystem—from fixed internet and mobile services to television, Wi-Fi solutions, and smart devices.<\/p>\r\n

“Our goal is to ensure that Ucom customers in all communities across Armenia receive the same high-quality service and have access to a comfortable and modern environment. With the support of Ucom, certificates of completion were awarded to the first group of participants of the “Cybersecurity Educational Program for School Students” initiative, implemented by Microsoft Innovation Center Armenia.<\/p>\r\n

The initiative, designed for school students aged 14–17, aims to develop fundamental knowledge of cybersecurity, enhance digital literacy, and encourage safe and responsible behavior in the digital environment.<\/p>\r\n

With the guidance of experienced specialists from Microsoft Innovation Center, the students learned about the key principles of cybersecurity, modern digital threats, and ways to protect themselves against them. They also gained practical skills that will help them navigate the everyday digital environment with greater confidence — from protecting personal data to communicating safely online.<\/p>\r\n

“For Ucom, it is important to support initiatives that equip young people with both theoretical knowledge and practical skills for a safer digital future. Today, children and teenagers become active participants in the digital world from a very early age. Our task is to help them be not only active in this environment, but also protected, aware, and responsible,” said Ralph Yirikian, General Director of Ucom.<\/p>\r\n

“At Microsoft Innovation Center, we have come to firmly believe that cybersecurity should be accessible and understandable to every young person, not only to those who may choose this field as their future profession. When safe digital behavior is shaped from school age, young people use technologies with greater confidence and responsibility. Developing this mindset is one of the most important outcomes of initiatives like this,” said Mari Barseghyan, Director of Microsoft Innovation Center.<\/p>\r\n

During the graduation event, the results of the program’s first group were presented, the participants shared their impressions and experience, after which the certificate award ceremony took place.<\/p>\r\n

The initiative is ongoing, and after the completion of courses for two more study groups, a Mini-CTF (Capture The Flag) cybersecurity competition will be organized with the support of Ucom. With the support of Ucom, the SunChild Environmental NGO has installed a new solar plant with an installed capacity of 10 kW in the Shenavan settlement of Armenia’s Lori region. The plant is designed to meet the energy needs of the local kindergarten and sports school.<\/p>\r\n

The launch of the solar power plant will make it possible to significantly reduce the community budget’s energy expenses. The energy generated, as well as the funds saved as a result, will be directed toward covering the heating needs of the educational and sports institutions during the winter months, creating warmer and more comfortable conditions for children and teenagers.<\/p>\r\n

“For Ucom, the green agenda is not simply a separate area of corporate social responsibility, but an important part of our long-term strategy. The project implemented in Shenavan is a clear example of this approach: through green technologies, we help the community reduce costs, increase energy independence, and create more comfortable conditions for children. The Council is launching today the EU Partnership Mission in Armenia (EUPM Armenia) under the Common Security and Defence Policy (CSDP). The aim of this advisory civilian mission is to support the Armenian authorities in enhancing the country’s resilience against hybrid threats and ability to address evolving security challenges.<\/p>\r\n

Formally established on 21 April 2026, the mission will support Armenia’s capacity to address such hybrid challenges, including cyber threats, foreign information manipulation and interference (FIMI) and illicit financial flows. Specifically, the mission will provide strategic advice, technical expertise and institutional capacity building to various national institutions in Armenia to address such threats, and will support a horizontal, whole-of-government approach.<\/p>\r\n

In addition, the mission will provide practical, operational advice and establish a dedicated project cell to implement targeted actions covered by its mandate, in close cooperation with international partners. EUPM Armenia is a non-executive mission and will have no role in the decision-making processes of the Armenian authorities.<\/p>\r\n

“Last week, the EU unveiled a major economic and political support package for Armenia to help counter Russian pressure. Today, we deploy a new EU mission on the ground. EU experts will support the Armenian authorities deal with cyber threats and disinformation and countering illicit financial flows. The EU is the biggest champion of a resilient, independent Armenia and the right of the Armenian people to choose their own destiny. We’ll make sure Armenia does not face external coercion alone.”<\/p>\r\n

EUPM Armenia was established at the request of the Armenian government and is part of a broader and coherent EU approach, combining short and longer-term support to help strengthen Armenian national security. It reflects the EU’s firm commitment to support the country’s resilience and democratic institutions. By providing strategic advice, specialised expertise and capacity-building, the mission will help Armenia better prevent, detect and respond to hybrid threats, while fully respecting the country's ownership and sovereignty.<\/p>\r\n

The mission will have an initial mandate of two years and will primarily be composed of seconded experts from EU member states.<\/p>\r\n

Cosmin George Dinescu was appointed Head of Mission on 11 June 2026. Previously, he served as the first head of the EU Partnership Mission in the Republic of Moldova.<\/p>\r\n

Background<\/p>\r\n

On 2 December 2025, the EU-Armenia Partnership Council endorsed a new Strategic Agenda for the EU-Armenia Partnership. Building on the foundations of the EU-Armenia Comprehensive and Enhanced Partnership Agreement, the Strategic Agenda marks a significant step forward in deepening relations in wide range of areas, including in the area of security and defence. One of its priorities is strengthening cooperation on countering hybrid threats and foreign information manipulation and interference.<\/p>\r\n

In a letter to the High Representative dated 12 December 2025, the Minister of Foreign Affairs of the Republic of Armenia invited the Union to deploy a civilian mission in Armenia under the EU CSDP. The mission was formally established on 21 April 2026.<\/p>\r\n

EUPM is the second civilian CSDP mission to Armenia. Slavmed Medical Center has performed Armenia’s first robotic remote surgery, marking a new milestone in the country’s healthcare sector.<\/p>\r\n

The procedure was carried out by one of the world’s leading urologists, Professor Alexandre Mottrie, Head of the Urology Department at OLV Hospital in Aalst, Belgium, and Executive Director of the ORSI Academy. Operating from Belgium, more than 3,300 kilometres away, he performed surgery on a patient at Slavmed Medical Center in Yerevan.<\/p>\r\n

The patient, who had early-stage prostate cancer, underwent a robot-assisted radical prostatectomy. According to the medical centre, the remote procedure was completed safely and successfully, supported by the expertise of Slavmed’s medical team and the clinic’s advanced technological infrastructure. <\/slider><\/p>\r\n

“From the very first day of Slavmed Medical Center’s establishment, we have chosen the path of continuous development and improvement by embracing modern approaches and innovation. Performing Armenia’s first robotic remote surgery is a landmark achievement for us,” said Slavmed founder Armine Hovakimyan.<\/strong><\/p>\r\n

Slavmed was the first medical centre in Armenia to introduce robotic surgery and establish a specialised robotic surgical team. The successful procedure was made possible by the Toumai MT-1000 robotic surgical system, equipped with Armenia’s only dedicated module for remote surgery, as well as the clinic’s high-speed internet infrastructure.<\/p>\r\n

According to the medical centre, these technologies allow surgeons to control the robotic system remotely while ensuring a safe and precise operation. Extensive preparatory work was also carried out to synchronise the robotic systems used at the two hospitals.<\/p>\r\n

Mher Mkrtchyan, Head of the Urology Department at Slavmed Medical Center, who remained in the operating theatre alongside the patient throughout the procedure, said: “This is a significant milestone because medicine is beginning to transcend borders. Our patient trusted our clinic and our team and chose this option without hesitation. I was present in the operating room and was ready at any moment to continue the operation immediately if any technical issue arose, so there was never any risk to the patient’s life or health.”<\/strong><\/p>\r\n

With this achievement, Armenia joins the group of countries capable of providing remote robotic surgery.<\/p>\r\n

Levon Grigoryan, Head of the Robotic Surgery and Endoscopic Service at Slavmed Medical Center, said the accomplishment had been made possible by implementing a comprehensive remote surgery system.<\/p>\r\n

“Our goal is to ensure that every citizen of Armenia has access to medical care at the level of the world’s leading centres. This system allows the expertise of the world’s top specialists to be present in our operating theatres. It also significantly reduces costs for patients, who no longer need to travel abroad and stay there to receive the same treatment,” Grigoryan said.<\/strong><\/p>\r\n

Professor Alexandre Mottrie praised the cooperation between the two medical teams.<\/p>\r\n

“Coordination between teams is essential during remote surgery. Slavmed demonstrated an exceptionally high standard, once again confirming its leading position in the region. By introducing remote robotic surgery, the clinic is opening a new chapter, and I am pleased to contribute my experience and expertise to help make this initiative a success,” he said.<\/strong><\/p>\r\n

According to the medical centre, patient safety was ensured through multiple layers of protection, including backup communication channels in the event of connectivity disruptions, while engineering and surgical teams remained on standby at both locations throughout the procedure.<\/p>\r\n
